James Carroll Napier

James Napier was one of five African Americans to have his signature appear on US currency. He served as the Register of the Treasury under President Taft, from 1911 to 1913.

Born in 1845 in Nashville, Tennessee, Napier earned a law degree at Howard University in Washington DC. He was an influential member of the Republican Party in Nashville, being the first black man to preside over the city council.
